He has also served as Deputy Director of Technology Outreach at Cinvestav, where he established the department as a recognized technology transfer office in Mexico, implemented a strategy for the protection and management of intellectual property (IP) rights, developed processes for drafting and monitoring service and technology transfer (TT) contracts, and established efficient technology transfer (TT) processes and procedures for the use of such rights.
He has completed academic and professional assignments in the areas of intellectual property (IP) and technology transfer (TT) at the European Patent Office (EPO), the United States Patent and Trademark Office (USPTO), at the Japan Patent Office (JPO), at the Osaka Institute of Technology (OIT) in Japan, at the European Organization for Nuclear Research (CERN), at the Singapore Cooperation Program, and at the World Intellectual Property Organization (WIPO), for which he has also served as a consultant and holds certifications.

He has served as general coordinator, organizer, and presenter of courses on the Mexican intellectual property (IP) system for the Government of Japan in Mexico, in collaboration with the Ministry of Foreign Affairs (SRE) and the IMPI, within the context of the Mexico-Japan bilateral relationship. To date, these courses have provided training to various professionals from Japanese companies such as Sony, Hitachi, NEC, NGK Insulators, IHI Corporation, Denso, Sapporo, and various companies dedicated to the management of intellectual property (IP) rights in Japan. Due to the results achieved, the Japan Intellectual Property Association (JIPA) selected the working group he created as a model for studying the efficient management and acquisition of intellectual assets in Mexico.
Under his leadership, Cinvestav filed at least 300 applications for patents, utility models, and industrial designs across multiple scientific and technological fields, both domestically and internationally, substantially increasing the value and quality of the institution’s IP portfolio and generating 5% of Cinvestav’s total annual revenue from technology services and technology transfer (TT). Thanks to his work at the institution, Cinvestav consistently ranks among the top five educational and research institutions in Mexico in terms of registering and obtaining intellectual property (IP) rights to protect its intellectual assets.
He has been involved in entrepreneurial activities in the field of improving anti-theft systems for automobiles and in the field of intellectual property, where he has contributed to the creation of new companies, the implementation of intellectual property (IP) and business strategies, and the creation of jobs.
